I've been remodeling for 20 years and know the codes well enough that I'd be comfortable doing it under the radar, but that's some major stuff. 

I even helped write a few of the first energy codes when Berkeley was working on it.

I’d like to connect and partner with a real estate agent that specializes in rental properties, a CPA that specializes in stock market and rental investing tax codes, and anyone else that loves investing, financial independence, and early retirement (FI/RE). 

The inspector missed that there was a window pane that was entirely unsealed and that none of the smoke detectors had dates written on them and that 4 of the 7 (long story as to why there's 7--the fire code changed) were dead. 

As always, refer to your local code when constructing bedrooms and place safety over money in every situation.

If they do deny liability I would first review the contract for sale and purchase and the deed and see if it excludes outstanding utility bills and code enforcement liens from liability and shifted the onus for confirming their status to you the Buyer. 

Each inspector is different, many are good, but some are not and each has their own interpretation of the code. 

Ordinary people are capable of atrocities because ordinary people aren't actually good, they merely have a kind of socially acceptable veneer of conformity, and if society goes mad, they will, too.I endorse strict rules, but not pointless rules.

If you do this enough times, you can replace your W2 income and then go from there as strictly a real estate investor.
