It's always a good bet to play it safe.Do any of these programs have demos you can give a test?

I understand that is a minimum to aim for, so this is not great, but it passes the test anyway.

It's the same reason that dealers, when buying a car auction, don't test drive the cars, don't worry about whether they are vacuumed, and the the little scratch in the paint.  

But you won't know until someone tests for a leak or you remove the tank to see under it.
