This sounds to me like it is specifically stating that you can't charge additional rent for someone with a child than you do for someone without a child (family status).

No transfer tax on refi, unless you change owner's name, like personal name to LLC, some changes are exempt from transfer tax like person to include spouse. or to child of owner
