One red flag with me was child payments in arrears - gone baby!

This sounds to me like it is specifically stating that you can't charge additional rent for someone with a child than you do for someone without a child (family status).  

Because on a hunch I looked at public records and saw that the young girl filed for child support against the father.

No transfer tax on refi, unless you change owner's name, like personal name to LLC, some changes are exempt from transfer tax like person to include spouse. or to child of owner

That being said, our third (last) and youngest child is now going to pre-school in  a few months.  

No child support or alimony.  

Don't consider child support or alimony in the gross income total.
