There is no way things could be certain, but in order to argue with authorities you need a really, really great amount of knowledge and legal matters, you don't need lawyers, they don't really know in-depth on how the city building and safety works, but you will need to support your project in an engineer/building official point of view (in our case, we argued on the purpose of their requirement and the main purpose of how they serve the public).

Update I did receive my monthly distribution on time I imagine they extended the loan for another 6 months although no official word
