I strangely take a lot of comfort in the fact that MTV chose Austin as the home of one of their Real World Seasons.I was somewhat indecisive between Austin and Denver, but the Austin area has one the nation's best school systems and no snow ( I figure when seniors move for retirement, theyd rather have a little heat than have to deal with snow).

I can imagine cleveland area having a way higher vacancy rate than california.I can't speak for your area specifically but The vacancy rate he quoted was not at all high on a national basis.

I contacted the National Department of Archives and History and the man I spoke with said from the looks of it on google and the architectural design he would say that it is around a 1900-1920's home.

I don't know your local area, but there are plenty of national insurance brands, like Allstate, Geico, State Farm, etc., and you can just call them up and get quotes.It's quite common to own investment properties, so I wouldn't expect you to need a special "investor friendly" insurance agent to work with.
