@Matthew Marcley I have seen the Short term vacation rental take off in the areas and do very well provided they are monitored and kept up.

However the city as a whole is experiencing increased growth at a steady rate, schools are improving, infrastructure is improving, and therefore some neighborhoods that you wouldn’t have wanted to focus on five years ago have the potential for big returns now and in the next five years.

Also you can turn on and off the monitoring whenever you like without contract.

Job  and infrastructure that allows these to build out... what you building today may have started the development process 10 years ago

first walk into your local planning department and public works and see if its zoned correctly and if there is infrastructure to handle that much sewer and water demand.. many times having to up size or do a lot of offsite work renders a project not fically feasible.

Is there a type of insurance that can help hedge the risks in towns with questionable infrastructures?

Monitored or un-monitored, app integration on a smart phone, something like that.

Plus the amount of wastage is hard to monitor.

You could offer to have a security system installed if the tenant doesn't mind you passing off the monthly monitoring fee to them.
