I've never seen anyone attempt to actually research the percentage of section-8 tenants who inflict damages or commit some sort of fraud--all we have are anecdotal horror stories.

As you mentioned, it's already your company policy and you should stick to that policy regardless of applicants attempting to convince you to do otherwise.There are multiple reasons why it's important to add everyone as leaseholders.
