Charles,One suggestion would be to call the local police station and ask about the neighborhood.

Police were called out the first month, habitually late on rent.

If you want to be more aggressive, you might want to contact the police about commission of a crime, especially if any of the neighbors in the video are underage.

So essentially the tenant is self-policing, because they know if they don't pay (and want to stay there), they will get shut off.
