In relation to this, I have worked with several hotel renovations in CA, they all have a 28 day policy before the tenants are considered to be "permanent residents", so I guess that answers @neil 's question.

We always pay for anything that's permanently installed in a unit (like a ceiling fan) so there's never a disagreement about who owns it.
