Once vacant, the house will need at minimum, duct replacement, refinished floors and fresh paint throughout to rid cigarette smoke and cat smell before moving in. 

For the rehab process I would always recommend a fresh coat of paint and new carpet or laminate flooring that is inexpensive but durable.

I know people who moved right out of our their shortage in 2010 or 2011 not having made a payment in 3-4 years in to a new home purchase  you know, a fresh start, a way to help people  they ended up ahead 100 thousand or more  But, that’s the difference right?
