While the education that they lay out is great, organized, and have networks to back them up (some) the market is very hot right now and I would consider it a bit foolish to spend that kind of capital on a program that was designed in the last down cycle.

I don't really keep up with populations.Don't know if I can directly answer that question, however, rental properties are selling well here, it was really hot this summer, and now leveling off. there is some growth in the economy, and the rental market is strong!
