For some reason they filled out the application so that their current address (As far as I can figure) is listed under previous addresses and the current address field is blank.

In my case it was a tiny portion at the edge of the property and had little effect on me.Yet another possibility is that this garden and the encroachment has been there for some years and the neighbors may have gained possession of part of the property via adverse possession.

If they're in your name and you're being reimbursed, hopefully you have a clause in your lease addressing not paying utility payments and can evict.
