If your cash out of the building is 1.3 times the mortgage payment, you should be fine (that is what they call the Cash to Debt ratio), assuming that you own this in your name or you co-sign the note with the owning LLC, your income will sweeten the pot for the bank, if you have a ratio of 1.3 or above and the bank says no to an 75% LTV ratio, go to another bank.

If your neighbor is really worried about their yard getting torn up, you can go we a trenchless system where the contractor will need to "pot hole" at the beginning, end, and every "wye" connection, but otherwise not dig up the whole run.

It is definitely nothing out of the norm these days for agents to resort to radio-silence if the property is under contract already, don't take it personally :) If you really want to stir the pot a bit then contact the Broker directly and explain to him you'd just like some Feedback on an offer you submitted and to ensure everything is ok with the Listing Agent!
