From the phone calls I am getting from Investors, the majority are focused on Columbus, yes margins seem better in CLE and Cincy but the appreciation in Cbus has higher forecast for next 7-10 years.

Blue states are tough, but i also don't forecast seeing the same appreciation rates in other places as I have in my backyard.Sometimes  the ROE falls below your target min simply because it is now worth so much more.

If rates fall later this year as forecasted, it could be worth factoring in the possibility to refinance and bring my mortgage down low enough to continue renting it as a short term rental or consider renting it mid or long term.

To help, I used Excel to forecast the future value (FV) of both options: 1) leave existing traditional rollover IRA in-place or 2) liquidate the IRA, paying the 10% penalty and 33% marginal Federal tax hit.I'm 15-16 years away from retirement and computed the FV of both options over that timeframe.
