I can’t say I know anything about how things are done in Michigan, but I would think a ‘Certificate of Occupancy’ is different than a ‘Rental Certificate’ A CO is an inspection and determination that a space is habitable.

Libby Wolfe Ned hit nail on head - a scratched floor has no effect on the habitability of the home and no way would I replace the floors or refinish them.Worst case go to Home Depot and buy the filler that is a pen and fill them in for the time being.

They technically could be used assuming the property is habitable and can qualify for conventional.I don't know your market but here in mine you would lose every deal to cash and HML guys though.
