As far as I know, when you rent an apartment, your landlord has the obligation to provide you with a living space that is fit for human habitation.

I can’t say I know anything about how things are done in Michigan, but I would think a ‘Certificate of Occupancy’ is different than a ‘Rental Certificate’ A CO is an inspection and determination that a space is habitable.

Like, is 25K realistic for materials & labor to get 6 units habitable? 

Libby Wolfe Ned hit nail on head - a scratched floor has no effect on the habitability of the home and no way would I replace the floors or refinish them.Worst case go to Home Depot and buy the filler that is a pen and fill them in for the time being.

Hi Mike - yes I know there are tons of options here but I'm trying to understand why a habitable house is supposedly not eligible for financing.

They technically could be used assuming the property is habitable and can qualify for conventional.I don't know your market but here in mine you would lose every deal to cash and HML guys though.
