so if your spouse thinks that investing is going to take capital / energy away from buying a primary - then maybe that is a problem!

Unfortunately tenants have the time and energy to take out their frustrations. 

I'm having difficulty seeing how I can fix this all without spinning my wheels and wasting time, money, and energy.

Choosing the most expensive insulation because it's the most energy efficient, should allow you to reduce and/or eliminate costs in other areas.4 - Energy efficiency isn't made up of added costs.5 - Energy efficiency is the product of reducing energy needs, not supplying added energy.6 - Cost effectiveness is a product of maximum use of materials, as in little or no waste.All of the above should be obvious, in parts. 

The renovation process may involve updating the interior and exterior of the home, replacing outdated fixtures and appliances, improving insulation and energy efficiency, as well as meeting safety and code requirements.

Applying those principle, focus your energy on doing the preventative things on a day to day basis that reduces the risk of claims from occurring in the first place  (siginign vendor agreeements /collecting insurance certificates) and carry appropriate levels of insurance.

If you want to self-manage, then you should have the time, energy, and competence to make your own investments. 

I tried to get an idea of heating cost from Consumer Energy, however with no luck.
