Having small, new things like shower heads that aren't water stained, toilet seats that are new, new or really clean window coverings, clean/new switch covers, programmable thermostat will also set you apart from the norm.

I'm not an HVAC tech but if the condenser motor is not as powerful as the blower motor that is supposed to be in there, it makes sense that the fan stays on longer since it is taking longer fill the unit with hot air to the point where the thermostat reaches its designated temp set point and turns off the fan/heat mode.

How we have it set up now it that the lower (control over the thermostat) pays gas and the upper pays water. 

You can do everything from keyless entry to noise monitoring to energy usage monitoring to remote thermostats... 

Thermostat does not work; the display screen doesn't properly display so we cannot see the temperature or know what it is changing to when we hit buttons 4.

I have 6 - 7 tenants per house, chasing an electricity bill 7x, water bill 7x, internet bill 7x, is NOT gonna happen lol.I used to monitor everything very closely, even had a wifi thermostat set up in each home so I could monitor what they were setting the temps to.  

In fact, upper corporate personnel, who happen to manage one of the leased properties from a remote location, apparently had a so called brainstorm that required setting two indoor thermostats to 65 degrees and 75 degrees during the hot summer months to save money.
