I'd tie it up under contract immediately, and do some proactive due diligence on it.The biggest "hidden" cost in most deals is the ramification of private water and sewer, which this deal does not suffer from.

As you may know, Berlin suffered a huge blow with the paper mills largely closing up shop in the area.

The only way the owner suffers is if they install an LTO tenant that shreds the building to bits and then doesn't pay rent and gets evicted.  

It is we who will ultimately suffer because all we will get is mediocrity should government regulation be forced upon us.When industries are deregulated, prices go down and the consumer benefits.

Bay area especially suffers from the low inventory created by high regulation (both by limit land usage and high cost on permit)- I do agree as long as tech stock performs well, the housing market should be solid after seeing how my colleagues behave- I am curious whether the high income tax and cost in CA can tweak the population trend.

Trust me, I've suffered both symptoms.
