Even in regards to how you count population in the beginning, to get to a resolution, they had to create the 3/5ths clause so that they would count enslaved people, not as whole people, but partially to gain increased representation for the south.

@Ko KashiwagiYes, without the Triplex' mortgage, or if at least a portion of its rental income can be counted against the payments, my DTI would allow me to qualify for the amount I intend to borrow for the new primary.

Conventional, however, will allow the home to be classified as a primary residence, and for the veteran's income to be counted for DTI purposes, if only the spouse moves to the home for now.

The problem is if you do it on single family (also known as boarder income) you can't count the boarder income toward qualifying until after they have lived with you for a year.If you go multi you can count the income, up to 4 units.
