I would spend the $20 to clean up the mold and repaint and then let him live like a slob for the next 20 years!

@Jennifer RysdamAfter 8 years I would expect a mini rehab - cabinets appliances countertops and repainting the entire apartment.

We repainted the outside of the home and cleaned up and painted parts of the inside of the home.

An example is you repaint after a vacancy.

@Gregory Schwartz is that wood lap siding on the second story, what I would do is make sure the wood still looks pretty good, replace any rotten boards and repaint with a fresh color.

The facade needs tuck pointed, there is a front porch needing sanded down and repainted, fixing a couple glass block windows in the basement, and I am planning on getting a new privacy fence installed as well as a concrete parking pad in the alley.

Originally we were planning on patching some siding and repainting the whole thing. 

I already repainted pretty much the entire interior to a nicer color and did it myself to keep the cost down.
