Maybe we are glutens for punishment, but we are ok with doing it again.

And in my opinion tenant unions are more about punishing that then it is about protecting tenants from slumlords.   

Its just teaching you about the laws, regulations, and some fundamental terms (so you can understand the laws and regs) so that the powers that be can give you a stronger punishment if you mess up. 

I just don’t want it to also punish the foolish.

Instead of a "punishment" for month to month. just depends on the approach you want. 

If she doesn't, I would tell her she can leave without punishing her for breaking the lease early.

As a nation we used to reward savers, but we now punish them.

this is horrid. the govt creates the unprecedented emergency situations that are not based on any valid data and then wants to punish the private owners for it and strip them of their rights with the mandates. this is nothing more than a power grab hidden as a "pandemic". this is the actual goal.
