100% Equity Low Income Loan??

My mother has a property that she owns 100% but she has basically no income. Her house has appreciated significantly and we are looking to withdraw some equity in the form of a lump sum fixed rate loan, ideally. Again the main issue is that my mother doesn't have any income and can not qualify for a loan. Most lenders I have spoken to do not accept a co signer on HELOCs, Home Equity Loans, Cash Out Refis, etc if they are not on the title or live on the property. Does anyone have any ideas on what can be done?
