There may also be environmental overlay districts, historic districts, and other considerations to zoning that you have to be aware of, so I'd definitely start with the zoning regulations,  from the zoning/planning  department

May also work if the duplex is a higher price, larger square footage, in a better school district etc.I know I sound like a broken record on these forums but “Occupancy” is not always a black/White issue

Starting November 4, 1992, districts must have voter approval in advance for:(a) Unless (1) or (6) applies, any new tax, tax rate increase, mill levy above that for the prior year, valuation for assessment ratio increase for a property class, or extension of an expiring tax, or a tax policy change directly causing a net tax revenue gain to any district.’This is obviously a new tax which has been levied without voter approval.

Not only do I have to do the quiet title against the heirs, but also the city and school district have a lein on the house for all the back taxes that led to the sale before the house even belonged to me, and I have to pay to have this quiet title brought against them to have the lein released.
