I lived in both locations and recall as I moved to Richmond thinking, cost of living felt like half compared to Dc at the time (decade ago), and if one could retain the income of a DC metro region but live in the Richmond region, they could do very well(same goes for small businesses that are located in central va but do business in Nova/DC). 

I am looking to network with like minded folks interested in investing in Nova Scotia.  

Lots of DC area and NOVA investors around these parts.

I and other Biggerpockets members in the nova area also run a real estate meet up, you could get different points of view there as well, we met once a month.

I didn't realize the obstacles there are for investors in NoVA.

On NoVA: I lived in Clifton many years - owned a business and commercial property in Woodbridge actually.      

No VA loans are only for a primary residence.

There are plenty of good networking events in Nova, I highly recommend attending as many as you can to network and learn about deals.

I was stationed in Hampton Roads a ew years ago and believe the investor opportunities are better there than here in NOVA.
