I mean my brother's house literally doubled in value within that period and for some reason my dad saw it coming and got some kind of deal from hud on a house way below market and built up from a single townhome to 5 townhouses all on rent right now, worth a bundle more then what he paid.

It is nearly guaranteed that anything near the water will eventually grow (how soon or how much... who knows) but Manhattan isn't big enough for everyone that wants to be there so people will want to be as close as they can... hence why 10 years ago JC was nothing and now its a mini Manhattan.

In some jurisdictions you can always apply for a permit after-the-fact, usually paying a fine of double the usual permit cost, so if time is your only issue that may work for you.
