In my opinion most people don't have the stomach to get through all of the details and systematize things.

If the tenant still owes money to you, then send them a kindly worded demand letter to their last known address.

This is great detail and a lot of the reasons I like the thought of renting by a military base!

It might not be zoned for dense development and rezoning requests can take over a year so it might just be too much work for a little profit for a large developer.Lots of information can be fund just by accessing public records so they might be able to pull all the details about this deal / land even without you knowing about it.You can also ask them why they are backing out.

I love the detailed plan now it’s time to execute.

The higher the LTV for the loan the more strict they get on every little detail to try and curb risk.

I would say your cost estimate is way off, I haven't heard of anyone doing a project like that for $100k (granted I don't know the details) because construction on small projects is running $325 (at the EXTREME low end) and up - some other commenters have mentioned this as well. 

See if theres anything that needs to be addressed and install proper felt, etc shingles.

Thank you all so much for your responses.So I do plan on getting something in writing for what the contractor should be doing in detail and the time lines.

Drive by the places of employment for both and drive by the addresses for both and see how they live currently.
