The way that they do it (this is the layman's description, and if you want a thorough run through you should get with @Jason Marino @Olia Fogel @Richard Bechtol who are all attorneys)  but the property is owned by a land trust where a lawyer is the trustee (this creates barrier for lawsuits).

@Wesley W.thank you for your response my lease does state all common areas must remain free from any personal belongings as well as they assume liability to any left or damage to personal property in carports and driveways.Should I call are for claims lawyers in preparation for a possible case
