I will call the surveyors to be certain that the subdivision work is actually at the final stage so we can proceed with it ASAP when we make that decision.  

All need consideration. 1031 exchange:you can sell your current place and move proceeds to escrow for 1031 exchange to buy a different property of equal or greater value.

But questioning if I should I sell the condo I own, cash out the profit and use the proceeds to pay for a multi-family dwelling?

Proceed with optimism, but caution too.

I have had appraisals done for eminent domain, condemnation and those appraisers are high cost but very through in what is needed for court proceedings.  

If a tenant paid their entire balance and I was going to not evict them, I would go ahead and collect their rent and not pursue the court case.But once you file your lawsuit (again, in Florida) you are no longer able to collect rent directly if you are going to proceed with your case.  

When they sell, they will have to pay the proceeds of the note sale for expenses until those funds are gone and then they will qualify for assistance.

We the owners then proceeded to get into lawsuits.
