You should talk to the Housing Authority to see what is allowed, how the program works, how you can verify tenant qualifications, etc.

I did showings by open house , qualifications were in the ad , but people still tried to play on my sympathy

A pre qualification letter means nothing to listing agents or here so make sure it says pre-approval specifically.May I ask why you're contacting listing agents yourself?

Having walked through TONS of properties and not having found one that fit my qualifications I was starting to get jaded and frustrated.  

However, if I could purchase with a commercial loan under the LLC and put 20-30% down wouldn't be a problem but not sure how the qualification would work?

You may end up with a deal where you need cash fast... having a list of those who will work with you and knowing what their qualification are for a deal will be priceless.
