However, the purchaser shall be responsible for payment of all property taxes during the period of the contract.That sounds to me, when I read it, that it is saying I have the option of telling them I would like to pay it off over the next 10 years (or less) at their standard interest rate.

If she did not clean the unit to your standard (this should be written if it's the tenant's responsibility), then you are entitled to take the amount it takes to thoroughly clean it out of her deposit.
