When I replaced mine - I went with exact same brand and tank size but a high efficiency model - measured to make sure same height - Handyman was installing - of course it didn't fit through the door where the old water heater was.High efficiency one had more insulation and about 3 inches wider.

I lived in Atlanta our winter are some what similar. have you consider on making your property  energy efficient not zero energy efficient but small percentage, Wrapping the boiler may help ,also suggest to your future tenants to get on  a flat rate with their utility company, Yeah they may pay more during the off peak seasons but at list they'll be able to budget, and you'll be able to market your rental unit as being energy efficient.

Good luck.To me it seems like email communication with her is best.Write her and explain that you regret that the offer has to be retracted because your secured funding has a deadline and that has come and gone.

I think this will only be a short-term negative affect as some residents of southwest Houston head to the hills.That said, Houston still has a very efficient Real Estate Market operating on a approximate 15% ratio.
