I have a "Cish" class asset ( 1 of 3 units) that has just become vacant due to a move out.Question:With rent for this unit currently at $725/month, with room to grow at least $100-125 more per month, what upgrades will be the cost effective for this type of asset.

Yes, they are better, but rehab the ones in the other less desirable areas nicely (and cost effectively) and you'll easily rent a 2 or 3 bed for $800-$1100 in the other C neighborhoods.
