Your local market (MO) is, from what I understand, much less restricted than the majority of the country right now (I just closed a deal in STL last Monday and submitted one that has been paused in KC last Thursday. 

For properties that are occupied, We have been requesting listing agents have their seller either take video walkthrough tours or do live virtual tours via Face Time, Zoom, etc, etc.

Cost: After speaking with the City Building Department, I learned that there is a minimum deposit for reviews and inspections of $5,000 when I submit my initial development plan to the city, which has a 4-9 month turnaround time.
