Offering this to some tenants who complain about nonsense issues sometimes helps to shut them up and they realize it's more trouble for them to move than to stay.Gail

I doubt they get shut off in the winter, and it isn't your concern anyways.

The most serious allegation is that the boyfriend is messing with the electrical panel to the point where power is flickering and/or actually shutting off.
