Looking for a full service, established (PM, repairs in-house) turnkey provider with a solid reputation and references, as this will be an out-of-state investment and we need people we can trust.  

It is not debt/income ratio that  I am referring to.

I have a woman who would like to rent but she told me she has horrible credit due to a divorce, I figured that if she had good references from previous landlords I could possible move forward but she doesn't have any references either.

Provide any references you think are helpful.....accountants, attorney's who specialize in real estate, local places to purchase materials, where to get discounts, etc. 

While I'm not sure if I'm thinking more like one of the wealthy people Robert refers to or more along the lines of his younger self forging counterfeit lead coins in his fathers driveway.
