Here are some things that I would add:- property management fees- property tax - Zoning restrictions - Depreciation life of upgrades, fixtures, interior and exterior- Land boundaries - Property history and mortgage history - Past delinquencies and conflicts- Title and conflicts- HOA rules and regulations 

It is wise to have an experienced contractor look at the foundation, the pluming and heating systems, the electrical system and the general condition of the structure.  2.While that is being done you can assess the inside and see what the condition of the fixtures and carpets, floors, windows etc. 

For a C class rental I would probably paint the walls / ceiling if they show wear; fix any dilapidated issues with cabinets / plumbing / floors / fixtures / doors / windows.

Also, take your order and go to the pro desk with you other items and have them further discount the entire order (cabinets, fixtures, hardware, etc) over $1,500.One recommendation. 

New sink and faucet, sand and repaint the cabinets, maybe new hardware, new cheap ikea light fixture and paint will do wonders.

Most new light fixtures require 90degree wiring.

Put in about 5k for paint, LVP and light fixtures.

Lighting was all updated to modern and unique fixtures to draw extra attention as well.
