You can always give the tenant the right to match your best offer, but be sure that they get pre-qualified for a home loan so you don't waste time with them if they can't qualify.

BP CT Family,There is a multi family I am interested in buying and after a walk through today found extensive mold in the middle unit around the walls and ceiling throughout the entire unit.

How about the opportunity cost of all those wasted resources, the years spent learning what you could've learned in months, the money wasted on the mistakes made, and the frustrations and unnecessary roadblocks added on the road to your dreams and goals? 

This rehab portion was for some big ticket items; siding, plumbing, electrical, flooring, some walls, etc.

Unfortunately it seems to be really attached to the wall (of course, when you want it to stay on it comes off, and vicea versa).I have had someone suggest doing the entire wall in drywall mud and sanding but waaaaay too much work.  

If you wanted, you could even sheetrock over a few of the walls, but then leave others as the paneling and paint them, giving you a nice accent wall.

Tell them upfront it's a rental property and not your primary residence, and you won't get your time wasted.

This clears that air of mold and stops mold from spreading on walls/surfaces.I've previously used bleach/vinegar to try to get rid of mold on my own and it wasn't nearly as effective, which is why I leave it to the professionals.

Assuming it is unfinished and only good for storage, it would not be that expensive to section off areas with chain link fence or even building walls, each having a locking door.
