The seller bought for 9701 and would have only been getting from me approximately 11k anyway spread out on terms. 

If you can buy it for fair market value, do capital improvements and sell at fmv and have a spread, it works.

Not nearly enough information here to give a proper opinion but I stay away from condos because the spreads are much lower and the HOA can eat into your profit pretty easily.

It would be a good idea to have objective criteria for folks coming in or the spread in experience would make some folks unable to contribute on a meaningful level.
