It’s a unique city and the comps they use typically are not comparable at all.

Compare & contrast what they offer for commission splits too. 

There really are not other rehabbed mills in the immediate area to accurately compare this building to (though many new developments with 100-500 units) recently.

Illinois/Chicago has high property taxes compared to many mid-sized cities/metro areas. 

The deferred maintenance and comparative fewer amenities also cause concern. 

This all is a very simplified answer, but might give you the basics.I would think you would want to market to lien free homes or homes with liens small enough compared to the market value.
