I was reading through the landlord tenant guide for Virginia Beach and came across:Every nonresident property owner shall appoint and continuously maintain an agentwho (i) if such agent is an individual, is a resident of the Commonwealth, or if such agentis a corporation, limited liability company, partnership, or other entity, is authorized totransact business in the Commonwealth and (ii) maintains a business office within theCommonwealth.This makes it seem like you have to have a property manager.

This thread has lots of good advice, although I think this is one of those rare instances where going to the neighbor directly might not be the best first move.It looks like the general consensus is that he probably won't respond positively to your request, and then subsequently if you go to the authorities he's going to know who dropped the dime on him, and now you've got a feud with your neighbor.

Some housing authorities may require new leases or renewals in a case like this (and it sounds like you may or may not want such, especially if there is a minimum term involved).
