Your reputation and possibly your credit take a big hit.  

However, I had a teacher a long time ago who was using a WBS (work breakdown structure) as a tool to ensure that a company in India was building his web site with the exact functionality he wanted.

Good agents aren't going to ruin their reputation (very important in this business) to through hundreds of low ball offers or spend thousands of hours for a 60k property .

City data is good, City of Cincinnati and Hamilton County web sites are harder to navigate, but have good info.
