The property initially had a manufactured house on it from 1972, and then in 1994 had a stick built house (that we're buying) built and apparently records not "finalized" for any updates to the septic stuff.

Kenmore is made by someone else ("who" varies from product line to product line and from time to time), so you can usually find the same appliance (or nearly so) from the manufacturer.  

I was looking on craigslist, to see off the MLS properties, and see that manufactured homes are significantly cheaper. 

Then the interior would be off site manufactured only.

It's the manufacture and production (i.e. a grow house or a meth lab) that could cause you longer-term issues.Of course, it does bring up obvious questions about the quality of the neighborhood and other tenants.And you might also be able to use the info as negotiating leverage to get a price reduction - at the very least, you are likely to eat some additional vacancy and turnover costs with that unit.

I invest in Port Elizabeth which is a fairly large port and manufacturing city but just not a "very happening" place.
