I always suggest getting a survey done, and if you have past soil sample reports even better.  

It seems like the number of super hot markets is far less than steady/healthy markets...and until that reverses, or other external factors change, there won't be a widespread burst. 

I'd recommend using the higher end of that range since it sounds like you want to do some upgrades and you always want to leave yourself a healthy margin for error in construction.

If rates rise, it is typically the sign of a healthy economy and inflation, both of which should drive up rents (and market value) to help offset the interest rate environment.  

Some might offer owner financing with a healthy down or no down payment depending on their situation.  

Knowing I have 3 kids of my own that are healthy happy and vibrant, I want these kids in the hospital to have as much enjoyment in their lives as possible.

Just be sure to keep underwriting conservatively with healthy cashflow and you can buy in any environment.
