I have done a quite a few subdivision in the Couv.. there is probably more to the story than you relaying here.1. either you don't meet minimum lot density or size2. or as @Wayne Brooks states you don't have enough room for ingress egress.Vancouver affectionately called the Couv is a very tough jurisdiction.. you may want to run this by Olsen engineering there in town and just double check.. over the counter opinions can many times be false positives.. but as a jurisdiction goes I don't care for them.

You will need to have a civil engineer, traffic/transportation engineer, lawyer, architect and others involved to developer plans.
