We were finally able to fly up around christmas and do our walk through- and man was that an experience.  

Potentially seeing if you can get a couple in a row to do something architecturally interesting with, or just riding it out until the area starts to grow a bit and then finally fixing them up to rent or sell ?

Finally I was up there for a weekend and took some tours w/realtors.I actually found some nice pockets of neighborhoods on the east side, very close to downtown and UW Tacoma, where the #'s worked.

Finally, because of the C nature there are also value add opportunities.

And finally just because I know you did ask no you do not need a license to buy and flip homes. 

trying to finalize some numbers on a property I am bidding on.  

Finally, choose 2-3 REIAs and attend them regularly.  

The contract goes final tomorrow at noon and this was just an after thought.
