This property need a everything. 4 updated kitchens, Baths, all new HVACS, New Roof, 34 new windows, all new plumbing.

I am not zoned for adu, but am trying to figure it if I can run plumbing to the semi attached garage (no conjoining doors or entry ways to the house) and just sleep in the garage when the house is rented.

This would be a screaming good deal in my mind except all the units need new plumbing, electric, new appliances, new cabinets, paint and some other lesser updates.

You could like getting into construction and want to take some electrical, plumbing, or construction management classes. 

You have to call the city planning department and ask if you need permits for demolition, construction, plumbing, electrical, landscaping, etc.
