Most of the work is being done more at the handy man level of experience. 

I have over 40 years of land development experience as an engineer so I can assess property pretty quickly.Anyway, someone came to me with a couple of off-market properties.

This again puts another $6-$20k in my clients’ pockets and getting a more personalized and boutique experience rather than being just another number.

How can I gain practical experience while still in Pakistan?

I would highly recommend bringing in an advisor or broker with specific experience and knowledge in this asset class.I have seen many of these parks trade hands on a handshake and a dream, however, you could be taking a huge gamble if you don't get microscopic on the front end.

I don't have any experience in this area, so any thoughts are appreciated....Thank you!

I’d imagine finding a lawyer that has 1031 experience already would be great to go with  

We'd probably have to believe it would pay us high-teens IRR, and would have to feel really confident in the sponsor's experience, construction crew, and local expertise.
