If these are legal separate dwellings, with their own addresses. then the city should also be able to install two distinct water meters with two separate accounts.You can try to guess who used how much, but you will never be correct, and one of the tenants will always complain.

I can cite numerous occasions where multiple people died due to landlords “providing safe housing” Obviously it is in the publics best interest to ensure housing is safe  And before someone jumps up and yells “then do it to owner occupied too”  there is a large difference between an owner chosing to not repair their own dwelling and a landlord not maintaining a dwelling so OTHERS  get killed  I also so far have not read any convincing argument that shows me that a safety inspection is = search and seizure
