I imagine these expenses are very important to factor if your sole job is real estate investing and that is your only source of income.I also am wondering if it is offensive or bad strategy to low ball an offer.

I don't have a crystal ball, and its probably unwise to speculate on rates, but I don't see them spiking enough to kill values on assets considered to be affordable housing like Class B, value add apts, etc.

If they're hiding the ball as to this aspect of investing, who knows what else they're hiding especially if they're the ones rehabbing the houses as well. 

This takes mental energy and you may skip over the optimization process if you have too many balls in the air.One at at time.Best to you

For you to ball park the viability of renting the property and not risk negative cash flow, without me knowing the actual value of the property, you would need monthly rent to be in the range of $1800 per month.Much more information regarding the details of the property is necessary to fully assess.  

Sounds like you have got the ball rolling with the three-day notice and securing a court date.
