A lot has been said (inc. by you) of the insane prices in the Bay Area, and SF is the extreme version of that.  

I agree that we should look at a combined version of appreciation and cash flow to determine the best places to invest, however, if that appreciation gets taken out or lowered somehow then what would our returns look like?  

If you are paying more than that it's  likely easily fixed by replacing the toilets with the high efficiency version (this has consistently been the case and has helped reduce the cost of sewer and water by 40-50% on properties that had old toilets).

I suggest going back to old one or have view in older version as option asap.
